Plan Update Process

The Mississippi Headwaters Board
(MHB) Comprehensive Plan (Plan) has been updated in order to comply
with the provisions of the Plan as referenced by MN Statutes 103F.361-377,
and to address annexation by municipalities, the use of new technologies,
and the increased needs of the region. The 2002 MHB Comprehensive
Plan is divided into three parts including Administration and Authority,
MHB Management Objectives, and MHB Standards. The 2002 Plan essentially
maintains the same restrictions and protections as the previous
Plans, but has been streamlined for ease of implementation. In addition,
checklists are being developed. All information will be placed on
the MHB website for easy access. The Comprehensive Plan will be
in effect July 1, 2002.
These changes were the result of meetings of the MHB Plan Revision
Task Force, which met on October 15, 1999, December 10, 1999, June
23, 2000, and July 26, 2000. The Mississippi Headwaters Advisory
Committee also reviewed and provided comment at their meetings held
on January 21, 2000, February 15, 2000, April 13, 2000, May 11,
2000, July 13, 2000, August 10, 2000, November 30, 2000, February
16, 2001, May 3, 2001, and October 2, 2001. The Task Force delegated
additional refinement of the language to a group of Planners represented
by the Planning and Zoning Office personnel from the eight MHB counties.
The Planners met on March 2, 2001, March 23, 2001 and April 20,
2001. A list of the Task Force meeting participants and Planners
